This is the person who holds the top job at an organization that filed 84 certified H-1B Labor Condition Applications in federal fiscal year 2026 (through June 30, 2026). The figures below come from the U.S. Department of Labor's and USCIS's own public data. Filing H-1B applications is legal; this report shows who is accountable for the organization and what the public record says about its use of the program.
The University of Texas at San Antonio was formed on September 1, 2025 by merging UTSA and UT Health San Antonio. Both file H-1B applications under their own tax IDs, so they are counted together here. The leaders named below head the merged university and the UT System.
These are the people who lead the university and its system. They set policy and oversee hiring, but the record does not show who decided any individual hire; those decisions are made in the hiring departments, which this page does not cover. The last group are the staff the university named as its contact on the H-1B filings.
Names and titles are as published in the linked sources on the date checked. Leadership changes; if something here is out of date, tell us in the comments below and we will correct it.
Percentages are of the 79 filings that report a wage level; 5 filings report none. For comparison, 19.4% of all certified FY2026 H-1B filings nationwide are Level I.

For the most common job titles on these filings, this compares the yearly wage the university offered on the filing with the university's reported payroll for the same title. Payroll is the Texas college employee file (university data as of May 22, 2026), full-time staff only. The file lists names only as initials, so we compare by job title, not by person.
| Job title | H-1B filings | Median wage on filings | Full-time staff with this title | Median payroll salary |
|---|---|---|---|---|
| Assistant Professor | 19 | $100,000 | 248 | $100,000 |
| Assistant Professor/Clinical | 16 | $265,479 | 419 | $235,000 |
| Postdoctoral Research Fellow | 10 | $64,380 | none under this exact title | — |
| Research Scientist | 8 | $65,000 | 64 | $62,535 |
| Assistant Professor/Research | 6 | $77,625 | 78 | $89,000 |
| Clinical Fellow | 5 | $83,596 | none under this exact title | — |
A filing is an application for a position, not a person, and one title can cover very different jobs and fields. The wage on a filing is the offered pay, often at the start of a range. Payroll counts people on the payroll on one date. Neither file records citizenship, so this does not show how many staff with a title are U.S.-born or who was passed over; it shows only how common the title is among all staff and what it pays.
On January 27, 2026, Gov. Greg Abbott directed state agencies and public universities not to start or file new H-1B petitions without written permission from the Texas Workforce Commission (TWC), through May 31, 2027. News coverage of the order; TWC's permission request form. The form page describes no public list of requests or approvals, and we have not found one.
These are DOL decision dates on the Labor Condition Applications in the FY2026 file (latest decision June 30, 2026). An LCA is a step that comes before a petition; it is not a petition. The order covers new petitions, and a filing can list new, continued or changed employment, so these counts do not show whether any petition was filed after the order, whether TWC gave permission, or whether the order was followed. They show only that the university's filings with DOL continued after it. We have found no public record of who asked TWC for permission or what it decided.
Each campus and agency of the university system files under its own tax ID. They are not included in the numbers above, which cover The University of Texas at San Antonio only.
