Every certified H-1B Labor Condition Application discloses the worker's actual physical worksite โ by law, not by choice. We matched that field directly against 200 Constitution Ave NW, the Frances Perkins Building, which is the Department of Labor's own dedicated headquarters โ not a shared federal complex. The match returned 171 certified placements from 46 different staffing and IT firms since FY2020. We then ran the top repeat placers through USASpending.gov, the federal government's own contract transparency database, to see whether taxpayers can actually tell who's supplying this labor. Most of the time, they can't.
Every certified LCA (Form ETA-9035) is required to disclose the exact physical worksite address where the H-1B
employee will work โ this is a mandatory field, not a voluntary disclosure, unlike the federal subcontracting
reports (FSRS) that are supposed to reveal who's really performing on a government contract but frequently don't.
We matched WORKSITE_ADDRESS1 across our local mirror of DOL's own LCA disclosure files (FY2020 through
FY2026 year-to-date) against 200 Constitution Ave NW, Washington, DC 20210 โ the Frances Perkins
Building, DOL's dedicated headquarters. Unlike a typical federal office building, this address is not shared with
other agencies, which makes an address match here a clean signal rather than a coincidence.
For the top repeat placers identified this way, we separately searched USASpending.gov โ using a broad keyword match against the company name, across every fiscal year on record and every federal agency, checked as both a prime awardee and (via the site's Subawards toggle) as a disclosed subcontractor โ to see whether that company's presence at a federal worksite corresponds to any public contract record at all.
171 certified LCA filings match DOL's headquarters address since FY2020, from 46 distinct employers. The job titles are almost entirely software and systems work โ Software Developers (103 combined), Systems Software Developers (20), Computer Systems Engineers/Architects (12), Network and Systems Administrators (5), Information Security Analysts (1) โ consistent with staff-augmentation placements supporting DOL's internal IT operations, not policy or enforcement staff. 158 of 171 were certified (92.4%), 1 was denied, 7 withdrawn, 5 certified then withdrawn.

We took the seven biggest repeat placers from the table above and searched for each one in USASpending.gov โ broadest possible net, every fiscal year, every federal agency, prime awards and disclosed subcontracts both. The question: does this company's presence inside a federal building correspond to a public record of a federal contract anywhere?

Five of seven โ including the single biggest placer at DOL headquarters, Raas Infotek LLC with 33 certified LCAs โ have no prime contract, no disclosed subcontract, and no agency relationship of any kind on record in USASpending. Their only appearance in federal data at all is a Paycheck Protection Program loan from the 2020โ21 pandemic relief program, which has nothing to do with the DOL placement. The two exceptions cut in opposite, equally instructive directions:
