Our Texas Agency Series found CGI Technologies holding a single H-1B petition covering 50 positions at TxDOT. Pulling CGI's full national H-1B footprint shows that petition wasn't a one-off โ it's the company's standard operating procedure. CGI filed 17,046 H-1B worker positions in FY2026, the 4th-largest total of any employer in the country, built almost entirely out of identical-terms batch petitions in round numbers: 50, 50, 50. The same tactic that shows up at PNC Financial and Fidelity Investments also shows up at six state government agencies in five states โ and at TxDOT, it just went from 2 workers to 101 in a single year.
Two sources: our locally mirrored copy of DOL's LCA disclosure data for FY2026 (table 2026h1b_combined,
filtered to SOURCE_QUARTER='Q3' โ DOL's Q3 quarterly extract is cumulative fiscal-year-to-date, covering
every case decided since October 2025 through late June 2026 in one file, so no cross-quarter deduplication is
needed), and a separate historical table (h1b_historical) covering FY2019 through FY2025. Both are DOL's
own public LCA disclosure files. All figures below are for records where EMPLOYER_NAME matches "CGI
Technologies and Solutions Inc." โ a distinct entity from CGI Inc.'s other U.S. subsidiaries, which file separately
and are not included here. Worker counts use TOTAL_WORKER_POSITIONS, the number of positions a single
certified petition authorizes โ not a count of individually named workers, which DOL's public disclosure files do
not provide. Client names use SECONDARY_ENTITY_BUSINESS_NAME, the worksite client an employer discloses
on the LCA; a petition with no client listed is not evidence of wrongdoing (the field is often left blank for
internal or undisclosed-client engagements) but it does mean 43% of CGI's FY2026 petitions can't be attributed to
any specific client at all.
A single H-1B petition can authorize more than one worker position under identical terms โ same job title, same wage, same worksite. Most employers rarely use this; a typical petition covers one position. CGI uses it constantly, almost always in a round number, and applies it to private clients and government agencies without distinction:
The exact same shape โ one certified petition, exactly 50 positions, one job title, one wage โ recurs at Circle K, Florida Power & Light, Mitsubishi UFJ Financial Group, the Society for Human Resource Management, Huntington National Bank, and Arrow Electronics, among dozens of others. This is not evidence any individual petition is fraudulent โ LCA petitions covering multiple identical positions are legal. It is evidence of a consistent, company-wide filing strategy: CGI wins a staffing contract, then files one LCA to cover a round-number block of positions against it, whether the client is a Fortune 500 bank or a state government.
Government work is a small fraction of CGI's total FY2026 H-1B book โ about 2% of 17,046 positions โ but it is real, it spans both coasts, and the same batch-filing pattern is present in every state that uses it:

All 13 petitions carry a status of Certified. None are flagged H-1B dependent or willful violator on CGI's own LCA attestations.
CGI's Texas footprint isn't just large โ it's newly large. Historical DOL disclosure data shows CGI held exactly 2 H-1B worker positions at TxDOT in FY2025. In FY2026, that number is 101:
Our records also show a seventh Texas relationship that predates this expansion: CGI held small, single-worker H-1B petitions at the Texas Railroad Commission every year from FY2021 through FY2024 (Senior Data Engineer, Database Architect, and two Software Quality/Test Engineer placements, one worker each). That relationship does not appear in the FY2026 data pulled for this report โ it may have ended, moved to a different staffing vendor, or simply not yet been re-filed. We're flagging it as a smaller, older data point, not claiming it's still active.
California and New York, by contrast, are brand-new CGI government relationships: neither CalSAWS, CDSS, nor NYS DEC appear anywhere in our FY2019โFY2025 historical data. Virginia is the opposite case โ CGI has billed Virginia Retirement Services (and its predecessor name, Virginia Retirement System) every year since at least FY2020, including a 60-position petition in FY2021, the single largest state-government CGI petition we found in any year prior to FY2026.
The batch-filing pattern itself is not new โ CGI has filed petitions covering 25 or more positions every year since at least FY2020. What's new is the scale. FY2026's data covers only nine months (October 2025 through late June 2026) and already shows nearly double the big-petition count of any prior full year:
